Global governance in 2012-2013

United Nations General Assembly members will vote in September 2011 on the non-permanent members of Security Council (UNSC) in 2012-2013. For a candidate country Slovenia, two geopolitical areas seem to be of great importance, namely extended Euro-Atlantic area together with geographical area of Sub-Saharan Africa, where the country has no diplomatic mission or consular post. Permanent attention will be devoted to Balkans, the Mediterranean, and the frozen conflicts in Karabakh, Abkhazia and Ossetia, opting-out in Afghanistan.
Arab uprising led to large movements of people, which might continue throughout the given period and well beyond. Having in mind the numerous reasons for the democratic changes it is worthwhile to verify the established definition of threats to international peace and security. Strategically it is desirable to open a discussion on global governance and to discover the meaning of security and peace in the 21st century. Probably it is exactly the UNSC that will put to test political will to ensure these values and rights to the greatest proportion of global population in opposition to traditional zero-sum wisdom.
Effective members of the UNSC need to gather and analyse intelligence information in a way that enables fair and unbiased political decisions. Therefore it is advisable for Slovenian foreign policy apparatus to disperse the intelligence resources. Simple enough – acquired information may not be objective and therefore misleading or suggesting decisions and choices which are serving the purposes of the data source.
European crisis instruments such as SITCEN, SATCEN, and services of EU delegations worldwide should step in as a reliable and objective source of intelligence information for a small EU member state with limited resources which is definitely the case of Slovenia. The functional task of European non-permanent UNSC members ought to be long-term promotion of EU crisis instruments and promotion of greater role of regional blocks in order to enhance the EU global governance capability as well as the capabilities of the national foreign policies to influence global players. Performance in UNSC should be fueled by the common foreign policy and served by common security and defense policy as well as be at least of some interest to European external action service. One would expect that as a part of arrangements surrounding the membership, Slovenia expresses this idea clearly to the European institutions and soughs for active and tangible support. Each opportunity to consolidate the EU role in the UNSC must be embraced wholeheartedly. The rationale for a greater role of EU has been carved out by EP Resolution on EU as global actor whereas the reason for the promotion of European crisis instruments are funded on the assumption that USA do not have the capacity to introduce a global order alone, in spite of the commitment of Obama administration to the international fore.
First and foremost Slovenia has to stand by Principle of Responsibility to Protect which refers to the humanitarian, military and legal action of the international community. Despite the fact that controversial issues in the intrastate conflicts can not be resolved in advance, the basis for sanction of gross human rights violations stand firmly in the Chapter VII of the UN Charter.
Concerning the reform of the UNSC and the possible introduction of a permanent seat for one of the countries of Eastern Europe, we can conclude that 2012-2013 period might serve as the time to check on the right set of candidates. Slovenia may obtain a large number of supporters and friends in Islamic countries through credible performance and personal integrity of Slovenian diplomats.
